MRS Major amendment 1270/41 seeks to rationalise various zones and reserves, and part of Bush Forever Site 325 to facilitate the redevelopment of the existing Ocean Reef Marina Boat Harbour.

The WAPC will consider all submissions (including hearings) before making a final recommendation to the Minister for Planning. The Amendment will then be presented to the Governor, and if approved, will be tabled in both houses of Parliament for a decision.
The MRS Amendment cannot be finalised until the Minister for the Environment has determined the separate Public Environmental Review.

Negotiated Planning Outcome
A draft Negotiated Planning Outcome (NPO) to secure an appropriate conservation outcome for Bush Forever Site 325 has been prepared by the City of Joondalup in consultation with the Department of Planning, Department of Parks and Wildlife and the Office of the Environmental Protection Authority.
The NPO is available for public comment through the City of Joondalup at the same time as the MRS amendment and Public Environmental Review. The NPO is required to be finalised prior to a final decision being made on the MRS amendment.

Public Environmental Review
The proposal to construct and operate the Ocean Reef Marina (marine-based components) is being assessed through a Public Environmental Review. The Environmental Protection Authority’s assessment of the marina proposal is required to be finalised prior to the WAPC making a final determination on the Amendment.
