Background
The draft DSPs provide a long-term vision for urban development in the City of Swan, covering some 1,110 hectares of land, to ultimately accommodate up to 30,000 people.
They facilitate planning investigations in the North Ellenbrook Investigation area as identified in the North East Sub-regional Planning Framework, and will guide future land uses, coordination of major infrastructure, activity centres, regional open space distribution and the protection of environmental assets.
The draft North Ellenbrook (East) DSP intends to deliver 5,500 dwellings to accommodate a future population of 16,500 people, while the draft North Ellenbrook (West) DSP aims to deliver between 4000 to 4,500 dwellings to accommodate a future population of between 12,000 to 13,500 people. Approximately 106ha west of the Perth Darwin Highway is proposed for industrial development.

Both draft DSPs have three parts.
Part 1 is the implementation component which contains the district structure plan map and the outcomes to be achieved.
Part 2 provides background information and explains the various elements of the proposal.
Part 3 comprises the full suite of technical investigations and studies that were undertaken in support of the draft DSP.
